Governance of Urban Green Infrastructure in Informal Settlements of Windhoek, Namibia

Facing increased rural-urban migration, population growth, climate change impacts, and cascading natural, security, health hazards, many municipalities in sub-Saharan Africa are beginning to consider the benefits of urban green infrastructure for improving resilience wellbeing residents living informal settlements. However, present governance systems often ill-equipped deliver scale planning needed. Integration into local government mandates, spatial targeted action plans remains limited, further inhibited by scarce empirical research on topic Africa. Taking Windhoek, Namibia, specifically Moses ǁGaroëb, Samora Machel, Tobias Hainyeko constituencies as a case study, we fitted key informant interview (n = 23), focus group 20), participant observation data existing theory investigate (a) trade-offs Windhoek’s settlements; (b) terms institutional frameworks, actors coalitions, resources, processes; (c) desirable pathways future To this end, used five initiatives dissect intricacies found diverse opportunities innovative mechanisms. The urgent need Namibia offers policy practice window adopt context-specific approaches multifunctional infrastructure. these succeed, collaborative platforms clearly delineated mandates necessary, with explicit integration strategies in-situ settlements upgrading job growth.
